Former Baylor student Dolores Lozano took the stand Tuesday to detail three alleged incidents of physical assault by her ex-boyfriend, former Baylor football player Devin Chafin. More than nine years later, she said she still suffers from PTSD, depression and anxiety related to the domestic violence.

“There is, of course, Baylor University’s new Foster basketball pavilion and the supporting infrastructure that goes with that, which includes a parking garage,” Rutherford said. “As well as some residential and restaurant/retail space … there is a park in the middle, which is traditionally where the farmers market has operated, and then we will have two riverfront restaurants that overhang the river, and then we have a hotel that is just west of the park space.”

Jury selection will take place Friday in a Title IX and negligence lawsuit filed by a former Baylor student against the university, former head football coach Art Briles and former athletic director Ian McCaw. During a State of the City address, Waco Mayor Dillon Meek confirmed he does not plan to seek reelection after his term expiration in May 2024. Meek, who is also a Baylor alum, said he is most proud of “being part of the team that kept Waco’s civic landscape and culture consensus-driven, civil and kind.”
